IMF's Thomsen says Greece must step up reform (Reuters)

ATHENS (Reuters) ? Debt-laden and recession-hit Greece must accelerate structural reforms and slow down on deficit reduction, the head of the IMF's inspection team for Greece was quoted as saying on Wednesday.

Austerity policies imposed on Greece in 2010 in exchange for a 110-billion euro EU/IMF bailout have prompted social unrest, plunging Greece into a deeper-than-expected recession.

A second bailout, currently under discussion, must focus on fast reforms to make the economy more competitive, the IMF's Poul Thomsen told Greek newspaper Kathimerini.

"We will have to slow down a little as far as fiscal adjustment is concerned and move faster - much faster - with implementing reforms," he said in remarks published in Greek.

Greece and its international lenders, the EU and the IMF, are only days away from completing talks on the second bailout, which Athens needs urgently to avert a chaotic default next month, Thomsen said.

"Talks about the program will be completed very soon, it is a matter of days," he said. As part of the reforms, Greece may have to lower its minimum wage and cut holiday bonuses in the private sector, he added.

Thomsen said, however, that before the new deal can be agreed, the IMF needs assurances that Greece's major parties would stick to its basic outline after elections scheduled for this year.

"We need assurances that whoever is in power after the election and reasonably wishes to make some changes in economic policy will be in line with the targets and the basic framework of the agreement," he was quoted as saying by the paper.

Thomsen reiterated the IMF's position that Greece's public sector creditors may need to participate in a restructuring of its debt, alongside its private sector creditors. He said Greek banks should not be nationalized as part of efforts to recapitalize them. "We don't want the state to run banks," he said.

Fiat profit doubles in 2011 thanks to Chrysler (AP)

MILAN ? Fiat Group SpA, the Italian automaker which controls Chrysler, on Wednesday reported that full-year earnings more than doubled ? beating expectations ? thanks to Chrysler, which posted its first profit since 1997.

The net profit, attributable to the parent company, rose to euro1.3 billion ($1.71 billion) from euro520 million a year earlier, while revenue rose 66 percent to euro59.5 billion.

The results exceeded the company's guidance. The trading profit ? or earnings before interest, taxes and one-time items ? was euro2.3 billion ($3.03 billion), compared with the target of more than euro2.1 billion ($2.77 billion).

Shares in the company rose 6 percent to euro4.86 in Milan after the publication of the results.

In a call with Chrysler analysts, Fiat and Chrysler CEO Sergio Marchionne said that all of Fiat's net income came from Chrysler last year.

Fiat Group Autos, which comprises the Fiat, Lancia and Alfa Romeo brands, saw annual vehicle shipments slip 2.4 percent to 2 million, due largely to declining European sales, whereas Chrysler sales jumped 22 percent.

Marchionne has been trying to make Fiat plants more efficient, demanding new work rules in several sites in Italy. He has cited Fiat's inward-looking business model as a main cause of losses in the early 2000s, before he was brought in to turn it around.

"Somebody better get off their butts and snap on to the grid. We're not pulling the cart here," Marchionne said. "Being European doesn't entitle them to be economically inefficient."

Fiat, which controls 58.5 percent of Chrysler LLC, has consolidated results with the U.S. automaker since June. Without Chrysler, Fiat said it broke even for the year.

Chrysler sold 1.85 million vehicles last year, thanks to higher demand for Jeeps and revamped model lines under the Fiat partnership.

Fiat is counting on the U.S. company's continued strength. It forecast 2012 revenues of euro77 billion and net profit of euro1.2 to euro1.5 billion.

In the fourth quarter, Fiat's net profit attributable to the parent was euro43 million, down from euro139 million a year earlier, reflecting its less-than-full control of Chrysler and Ferrari, at 90 percent.

Quarterly revenue more than doubled to euro19.6 billion, but was flat without Chrysler's contribution.

In Fiat Group Autos, an increase of light commercial vehicle volumes failed to offset lower passenger car shipments, which declined 4.6 percent to 1.6 million, as demand in Fiat's domestic Italian market shrank significantly. Demand grew in Brazil, however, by 1.5 percent to 772,700 vehicles.

Ferrari, however, hit a record volume of 7,195 vehicles, a 10 percent increase over 2011, driven by sales of 12-cylinder models. Revenues at Ferrari rose 17 percent to euro2.25 billion, while Maserati revenues hit euro588 million on volumes of 6,159 vehicles.

Net industrial debt, which stood at euro5.5 billion at the end of 2011, is forecast to remain flat or grow to euro6 billion.

Fiat has proposed a dividend to preference and savings classes of shareholders, not to ordinary shareholders.

Americans' pay edges up, and they sock it away

American consumers caught a break in their paychecks in December ? and the money went right into their saving accounts.

That could help ease the recent squeeze on household finances. But it?s not at all clear whether the trend will continue.

Personal income rose by?0.5 percent in December, after edging up just 0.1 percent in November, according to the Commerce Department. For months, wage gains have been meager, forcing consumers to lean more heavily on their credit cards to pay the bills. The income bump last month could help spur a bigger pickup in consumer spending, which would help keep the economic recovery on track.

?We need worker compensation to pick up if consumption is to rise,? said Joel Naroff, chief economist at Naroff Economic Advisors, ?and that may finally be happening.?

Household budgets got some additional relief on prices, which edged up just 0.1 percent in December after holding steady in the prior two months. A decline in gas prices helped offset price rises elsewhere as energy prices fell 1.3 percent. For all of 2011, the Commerce Department?s price gauge?rose 2.4 percent. (The government?s best-known inflation tracker, the Consumer Price Index, rose 3 percent in 2011, double the increase in 2010.)

But even as their spending power increased in December, consumers took the extra wages and stashed them in their savings accounts, leaving?consumer spending?flat for the month. The?savings rate rose to?4 percent, the highest reading since August.

The boost in income was a welcome relief. Sluggish wage gains last year forced households to draw down their savings to pay the bills. Over the past 18 months the savings rate had fallen from 5.8 percent to just 3.5 percent in November. That trend was unsustainable, according to Capital Economics? senior economist Paul Dales.

?Now households are devoting part of their additional income to boosting their savings,? he said. ?That?s still not high enough, suggesting that real consumption probably won?t grow by much more than 1.5 percent this year.?

Continued sluggish consumer spending doesn?t bode well for the U.S. economy, which most economists believe will slow to a growth pace of just 2 percent this year. If income growth remains weak, so will the growth in consumer spending - which accounts for roughly 70 percent of gross domestic product.

?We expect consumer spending adjusted for inflation to increase about 2.2 percent this year,? said Chris Christopher Jr., a senior economist with IHS Global Insight. ?This is nothing to write home about. However, compared to our counterparts in Europe ? the American consumer and economy are looking relatively good.??
