4G LTE, the next standard for wireless communication across Africa

LTE short for ?Long Term Evolution?, but marketed as 4G LTE, is a standard for wireless communication of high-speed data for mobile phones and data terminals. It is an advancement on previous wireless technology standards including GSM/EDGE, HSDPA and HSDPA+, and has been developed and rolled out to consumers to enhance network speeds and throughput on communication across Africa.

LTE is acknowledged to be an evolutionary technology and latest standard within the development of global wireless mobile broadband communication. Mobile network operators across Africa have claimed to have rolled out LTE and 4G on their networks. In South Africa, operators like Vodacom, MTN, 8ta and Cell C have announced their readiness to move subscribers closer to LTE.

Vodacom was the first to announce that they have officially made the service available to local customers in Johannesburg.

In Kenya LTE connectivity is expected to serve as replacement technology for regions throughout the country. Authorities have made public efforts to establish national coverage before next year and have all counties connected.

There have also been a number of announcements about LTE trials in countries like DRC, Ghana and Zambia.

Amith Maharaj, 8ta South Africa Senior Managing Executive, says, ?LTE as a technology is a reality. Whether everyone has rolled out and has it commercially available, depends on what you as a consumer or you as a business deem commercial rollout. So is it 50 sites that warrant it to be a network out there or 200 or 300? But it is here ? three of the networks in the country already have LTE sites up. As the definition goes, the true sense of 4G will come with LTE advanced, a progressive step, the technology there is not fully mature yet, but you can look at minimum of 100 Mbps being that qualifier. So, yes, 4G is not here today, but it is an incremental jump and not a big leap.?

However, in order for Africa to take the ?big leap?, the issue of management of spectrum has to be sorted out.

?Regulators define and allocate the spectrum. Usually the spectrum is managed by the telecoms and broadcast regulation authorities. In some cases both segment are separated and there are two separate regulatory bodies. Depending on the countries, the regulators can either have the last say and issue the spectrum or they may have their decision approved by the ministry in charge of the telecommunications,? says Thecla Mbongue, Senior analyst for Informa Telecoms & Media in South Africa.

Seven local high school teams earn top-four seeds in CIF football playoffs

Seven San Bernardino County teams earned top-four seeds in their respective divisions as the CIF-SS football playoffs were released on Sunday and another three got in as at-large entries into the playoffs. Arroyo Valley coach Tony DiThomas was elated his team is back in the playoffs in his first year back with the program. The Hawks play at No. 3-seeded Serrano in the Eastern Division first round Friday. For Jurupa Hills coach Ed McMillon, he has guided the Spartans to the playoffs for the first time in school history and Jurupa Hills will play at No. 4 seed Fillmore in the East Valley Division first round. It is also his first time in the playoffs as a head coach, having previously coached at La Puente. In a selection that surprised many, Silverado got the final at-large berth over Apple Valley in the Eastern Division. There really weren't any surprises in terms of which county teams were seeded. Upland (No. 3 in Inland Division), Summit (No. 1 Central), Kaiser (No. 3 Central), Carter (No. 2 Eastern), Serrano (No. 3 Eastern), Oak Hills (No. 4 Eastern) and Ontario Christian (No. 1 East Valley) all got the seeds they expected to. There are a few all-county matchups in the first round: Redlands at Chino Hills in the Inland Division, Barstow at Oak Hills and Arroyo Valley at Serrano in the Eastern Division, and Yucca Valley at Citrus Valley and Rim of the World at Twentynine Palms in the East Valley.

Heart attack packs a wallop to wallet of survivors, their employers

ScienceDaily (Nov. 5, 2012) ? The economic impact of a heart attack and other forms of acute coronary syndrome goes beyond the hospital to the home and workplace, according to research presented at the American Heart Association's Scientific Sessions 2012.

Men and women with acute coronary syndrome face additional economic burdens in lost time and income from work and possible inability to return to work, researchers said.

Acute coronary syndrome (ACS) is an umbrella term for situations in which blood supplied to the heart muscle is suddenly blocked. It includes heart attack and angina or chest pain.

Using data from Integrated Benefits Institutes' Health and Productivity Benchmarking Databases and IMS Lifelink, researchers analyzed medical, pharmacy and short- and long-term disability claims to calculate direct and indirect costs for more than 37,000 employees and their dependents from 2007 to 2010. Of the total, 77 percent were men and 95 percent were younger than 65.

They found:

  • Annual healthcare cost for each worker, including out-of-pocket expenses, was $8,170. Of that, $7,545 was for hospitalizations and other medical care and $625 for pharmacy costs.
  • Workers with ACS lost 60.2 days of work in the short term and 397 days in the long term.
  • For employers, disability costs outweighed direct costs. The estimated per claim productivity loss for short-term disability was $7,943 and $52,473 for long-term disability.
  • Hospitalizations accounted for 75 percent of total annual costs.

"ACS can have devastating effects from an economic standpoint on employers in terms of lost productivity, but more importantly on costs to the employee reflected in the average lost time per incident," said Robert L. Page II, Pharm.D., M.S.P.H., the study's lead author.

The study is unique because 95 percent of participants were under age 65.

"About 47 percent of all ACS patients are younger than 65, so we were looking at a working class population," said Page, an associate professor of clinical pharmacy and physical medicine and a clinical specialist in the Division of Cardiology at the University of Colorado School of Pharmacy in Aurora, Colo.

ACS has non-cardiac and cardiac complications such as possible structural heart damage or depression.

"We want to target individuals early on in terms of risk factor modification for ACS, including smoking cessation, weight loss, appropriate diet, pharmacotherapy for high cholesterol and high blood pressure," Page said.

Senior author on the study was Kavita Nair, Ph.D. Other co-authors are Vahram Ghushchyan, Ph.D.; Brian Gifford, Ph.D.; Richard R. Allen, M.S.; Monika Raut, Ph.D.; and Concetta Crivera, Pharm.D.

Tukwila liquor superstores offer more choices, low prices | The ...

Alexis Stark, employee at New Belgium Brewing Company, takes care of business at Tukwila's BevMo!

By Gwen Davis
SPECIAL TO THE HIGHLINE TIMES

With voters? decision to privatize liquor last Nov. with I-1183, the state is out of the liquor business and private companies have full-reign of the liquor-selling playing field. Local grocery stores, established wine retailers, small businesses and restaurants have sold liquor since June, when the initiative took effect.

Liquor superstores
But two superstores recently opening in Tukwila ? Total Wine and BevMo! ? offer an extensive selection of alcoholic beverages at prices unbeatable by local retailers. Similar to corporations such as Wal-Mart and Target ? one-stop-shops that provide massive selection at low prices ? Total Wine and BevMo! provide unmatched opportunities for alcohol purchasing.

This is in spite of I-1183?s promise of higher liquor taxes and new fees imposed on retailers.

Total Wine, based in Maryland, opened its first Washington location in Bellevue in June. The franchise has over 80 stores in 13 states, making it the largest independent retailer of fine wines. It sells over 8,000 wines, 3,000 spirits and 2,500 beers, as well as some specialty food items and beverage accessories.

Brothers David and Robert Trone started total wine in 1991 with two stores in Delaware.

Additionally, Total Wine has plans to open locations in other parts of the state, too.

According to observers, Total Wine is attracted to Washington due to residents? higher incomes, education levels and above-average alcohol consumption. The company closely followed Costco-backed I-1183 and was ready to pounce.

David Trone, president of Total Wine said earlier this year that the store targets customers who make $100,000 and up.

BevMo! made its debut in 1994, opening six stores in the San Francisco Bay area. Headquartered in California, BevMo! has approximately 118 stores in California, Arizona and now in Washington.

BevMo! is more of a specialty beverage retailer compared to Total Wine. Rather than offering every wine possible, BevMo! employs judges to taste between 6,000 and 9,000 wines annually to pare down the choices to approximately 3,000 wines. In addition to carrying wines from around the world, BevMo! offers many Washington state wines.

?We think local,? said Stephen L. Higgins, president of BevMo! ?Our assortment features some of the best wines, local brewers and distillers from the Northwest and all over the world.?

Higgins said the store?s size, West coast location and long-standing relationship with suppliers gives the company ?great buying power.?

BevMo! also offers specialty foods, mixers, cigars and other beverage accessories. It has a soda selection with over 250 choices. In addition to opening in Tukwila, more locations are anticipated by the end of this year.

?We will continue to bring special prices, offers and events to our local Washington area stores,? Higgins said.

Alexis Stark, employee at New Belgium Brewing, a company that works with BevMo! said that BevMo! and Total Wine attract different clientele.

?Size-wise alone, BevMo! won?t be as large as Total Wine, so people who are looking for a lot of variety but not as vast as Total Wine will be more comfortable shopping at BevMo!? she said. ?People who are looking for a huge space to go and find a lot of different brands might be more likely to go to Total Wine.?

?They have really different formats ? everything from how they lay out the store to the volume of products they bring in.?

Lawsuits
Two lawsuits were filed to kill the liquor privatizing initiative. Issaquah-based Costco and other supporters of liquor privatization filed a lawsuit challenging the way the state implemented the law, claiming the Washington State Liquor Control Board?s limit of purchasing only 24 liters a day of wine and spirits benefited large, out-of-state distributors.

Costco, joined by the Northwest Grocery Association and the Washington Restaurant Association, filed the suit on June 21, 20 days after private retailers started selling spirits.

However, Washington Liquor Control Board officials said the rule-making process was open and transparent.

Greater effects?
A concern of those opposed to I-1183 was fear that alcohol would be more accessible to minors. Indeed, grocery store checkout personnel typically are not trained to check ID, and it is reportedly easier for minors to get alcohol, according to sources.

Dr. Leslie Walker, chief of adolescent medicine at Seattle Children?s hospital said earlier this year that teenage drinking is a serious problem and liberal access to alcohol can undermine teens? academic and life success.
