And as all eyes are on the BlackBerry 10 multitasking setup, notifications management and redesigned?keyboard, the Associated Press' Rob Gillies points out that some are going as far as to?suggest?that these features could be superior to their Android and iOS counterparts.?

They will have to be?? if BlackBerry hopes to reclaim a fraction of its lost market share.

Wayne Lam, senior analyst for wireless communications at analytics firm IHS, says that with "smartphones soon to reach their maximum penetration, time is running out for [BlackBerry] and other Apple/Samsung/Google competitors to stake a claim in the smartphone business."

On the other hand, people who may be growing tired of Android and iOS may be eager to try out something new.

"I have to believe that there is some level of user fatigue that plays into the longevity of some of these platforms," Kevin Burden, head of mobility at industry consulting firm?Strategy Analytics, told Reuters. "RIM is probably timing it right."

Wireless industry analyst Jeff Kagan agrees.?"BlackBerry is?not too late. True, 92 percent of the smartphone market may have?already chosen either an Apple iPhone or Google Android, but that's really because there were no really good competitors,"?he?wrote?in?a?note.?

"This new BlackBerry will be a strong competitor for the number three position. They won't come close to number one or two where Google and Apple are, but the market does want more choices."

The first BlackBerry 10 device, the Z10, will become available in mid-March. Pricing will vary by carrier, but Verizon has already revealed that it will offer the phone fo $200 (with a two-year service agreement). Sprint and AT&T have?pointed out that they will certainly offer the device, but not announced pricing details just yet. Meanwhile, Heins says he expects the Q10 to appear "in the April timeframe."

As for the name change, Heins?told the audience,?"We have reinvented this company and we want to reflect this with our brand."

The America Taxpayer Relief Act (Act) of 2012 provides for a new federal Commission on Long-Term Care (Commission) to develop a plan for:

the establishment, implementation and financing of a high-quality system to ensure the viability of long--term services and supports for individuals, individuals with substantial cognitive or functional limitations, other individuals who require assistance to perform activities of daily living, and individuals desiring to plan for future long-term care needs.

The appointments are to be made no later than 30 days after enactment of the Act (January 2, 2013) which is Friday, February 1. Of course, federal commissions can be adept at issuing (seemingly) well articulated goals, but feasible and impactful recommendations may elude their final reports. The 1990?Pepper Commission?final report,?whose goal for long-term care reform was broad and far-reaching and yet its recommendations were a hodge-podge of vague aspirations (e.g. funding a research and development program to deal with long-term care illnesses) along with solid policy ideas (e.g. creation of a prospective payment system). It's hit or miss.

Considering the political climate in the nation's capital, it will be interesting to see who the Republicans and Democrats appoint to the Commission.

The Commission 15 members will include appointments made by the President (3) along with six appointments by Democrats (three from the Senate and House) and six appointments by Republicans (three from the Senate and the House). An additional Commission members will represent the interests of elder care consumers, family caregivers, healthcare workers, employers, State Medicaid agencies private long-term care insurance providers among others.

Once the members of the Senate and House are appointed, it will be easier to ascertain the likelihood that the Commission's plan will be meaningful and politically acceptable to the various Congressional constituencies. Similarly, the ability of the Commission to attract the skilled staff necessary to move quickly and efficiently through the thicket of reports, recommendations and data relating to the provision of quality elder care will be essential. APNewsBreak: EPA moves to ban some rodent poisons

(AP) ? The Environmental Protection Agency is moving to ban the sale of a dozen rat and mouse poisons sold under the popular D-Con brand in an effort to protect children and pets.

The agency said Wednesday it hopes to reduce the thousands of accidental exposures that occur every year from rodent-control products. Children and pets are at risk for exposure because the products typically are placed on floors.

The agency had targeted a handful of companies two years ago, saying they needed to develop new products that are safer for children, pets and wildlife. All but Reckitt Benckiser Inc., manufacturer of D-Con, did so.

The company will have at least 30 days to request a hearing before an administrative law judge. If no hearing is requested, the ban will take effect.

Lakers Edge Hornets 111-106: Kobe Bryant Continues To Rack Up Assists In Third Straight Win (VIDEO)

LOS ANGELES ? Dwight Howard scored 24 points, Kobe Bryant had 14 points and 11 assists in another pass-first performance, and the Los Angeles Lakers hung on to beat the New Orleans Hornets 111-106 Tuesday night for their first three-game winning streak in five weeks.

Earl Clark had 20 points and 12 rebounds for the Lakers, whose 18-point lead with 5 1/2 minutes to play dwindled to 102-101 with 2 minutes left before Clark and Steve Nash hit big shots to clinch Los Angeles' ninth straight win over New Orleans.

Eric Gordon scored 18 of his 25 points in the first half for the Hornets, who were all but finished before making a 16-2 run in an electric 2 1/2-minute stretch. New Orleans got within one point on Greivis Vasquez's running jumper, but Clark hit an inside layup and Nash buried a 3-pointer with 1:21 to play.

Steve Nash had 12 points and five assists, while Antawn Jamison scored 16 points. Four-time All-Star Pau Gasol had seven points, seven rebounds and seven assists as a reserve in the Lakers' final home game before a seven-game trip, their longest of the season, while the Grammy Awards take over Staples Center.

Ryan Anderson scored 11 of his 16 points in the fourth quarter for the Hornets, who had won eight of 12, including an impressive victory in Memphis two nights earlier at the start of their five-game trip. Anderson, Vasquez and Robin Lopez led the impressive late rally that just fell short, with Lopez finishing with 16 points and nine rebounds.

Rookie Anthony Davis had 18 points for the Hornets, who haven't beaten the Lakers at Staples Center since January 2009.

Steve Blake had two points and four assists in his first appearance for the Lakers since Nov. 11.

Until the frantic finish that nearly scrambled three solid quarters by the Lakers, Bryant reached new heights in his revamped role as Los Angeles' playmaker, racking up 10 assists in three straight games for just the fifth time in his career and the first time in four years. The fifth-leading scorer in NBA history has 39 assists in the Lakers' last three games, the biggest three-game total of his 17-season career.

Bryant also had eight rebounds, falling just short of a triple-double for the third straight game.

Two days after beating Oklahoma City in impressive fashion, the Lakers got right back to their improved form in the first half, holding the Hornets scoreless for 7:41 spanning the first two quarters with a 17-0 run. New Orleans helped out by missing multiple open shots, but Los Angeles used superior ball movement and an alert offensive game from Howard, who even made five of his six free throws in the first half ? not bad for a 49.5-percent shooter at the line.

Los Angeles made another 15-2 run short before the first half ended. Gordon kept the Hornets close with five 3-pointers but his teammates were a combined 10 for 36 from the field.

Blake had missed the Lakers' past 37 games with an abdominal injury that required surgery and resulting groin problems, but coach Mike D'Antoni immediately put the veteran point guard back in his rotation as Nash's backup. D'Antoni had coveted Blake's services in his previous NBA stops in Phoenix and New York, periodically trying to acquire the guard to run his point guard-intensive offense.

NOTES: The Hornets' brutal road trip began in Tennessee and will eventually take them to Minnesota for their fourth game in five nights on Saturday. They'll be at Utah on Wednesday night. ... Often loud, Suggs takes quiet approach on Day 1

NEW ORLEANS (AP) ? As Terrell Suggs made his way to his seat for his first media appearance of Super Bowl week, a member of the Baltimore Ravens' PR staff pointed at the linebacker and whispered to a colleague: "I think somebody should be here."

Yes, generally, better safe than sorry with Suggs. Never know what he's liable to say.

Except this time, the 2011 Defensive Player of the Year was hardly a loud mouth. Not in the mood, apparently, to stir things up before his Ravens face the San Francisco 49ers for the NFL championship next Sunday.

Given a chance to crack wise or lob insults on a variety of topics ? from President Barack Obama's concerns about football safety to New York Jets coach Rex Ryan's tattoo ? Suggs was soft-spoken and thoughtful Monday. Even made sure to praise the 49ers.

Now we'll see what happens Tuesday in the circus that is Super Bowl media day.

The last time Suggs was seen leaving the field after a football game, he was tossing curse words and insults in the direction of the New England Patriots after Baltimore's defense shut out Tom Brady and Co. throughout the second half of a 28-13 victory in the AFC championship game.

Since then, Suggs has kept things low key within earshot of reporters, aside from the occasional non sequitur shouted in the locker room at the Ravens' practice facility last week.

Asked Monday whether he would be providing any bulletin-board material for the 49ers to latch onto, Suggs quietly replied: "Maybe. Got to wait and see. I mean, nothing I do is scripted, so got to wait and see what I come off the noggin with, when I come off the top."

Yet as he sat there in front of microphones and cameras, wearing a pinstriped gray suit with polka-dot tie and just-so pocket square, Suggs sounded mostly, well, scripted.

He did make sure to correct a reporter who opened a question by pronouncing Suggs' first name incorrectly ? for the record, the emphasis goes on the second syllable, not the first ? but otherwise said many of the right things.

Someone wanted an assessment of 49ers left tackle Joe Staley, one of the players who will try to slow Suggs' pass rush, and this is what came forth: "Solid. Very good offensive tackle. I think he's highly underrated, but he was a Pro Bowler this year, so I think he finally got his just due."

Then Suggs thought back to Baltimore's 16-6 victory over San Francisco last season and offered this: "Had a little bit of a hard time with him. You know, he's a great player."

What about San Francisco quarterback Colin Kaepernick, the guy Suggs will be chasing Sunday?

"I like the way he plays," Suggs said.

Someone else wanted a nickname for Baltimore's defense. No luck there, either.

"Ask me on Feb. 4," the day after the Super Bowl, was the reply.

Zzzzzzzzzzzzzzzzzzzzzzzzzz.

When the topic turned to Obama's recent statement about wondering whether he'd let a son play football, Suggs gave a considered response, saying that he respects that point of view "for the simple fact that this is a very physical and dangerous sport that we play."

Asked whether he would allow his own 4-year-old son to pick up the sport, Suggs said: "Absolutely, but it would have to be his choice. Football isn't for everybody. If my son ... came to me and said, 'Dad, I want to play football,' then I would let him play."

Toward the end of Suggs' interview session, a reporter brought up Ryan's body art.

After playfully saying to the reporter, "Are you from New York? Last I checked, it was 49ers-Ravens. ... The Jets are nowhere around," Suggs launched into a from-the-heart discussion (OK, with some kidding around, too) about what the media doesn't need to know.

"Who cares? I've probably got something on my (body) that y'all don't see that's probably inappropriate, but who cares? I think you blow that all out of proportion," he said. "Everybody should have a certain amount of privacy, even if they're in the public eye. ... We're not just football players. We're not just coaches. We're human beings, too, and just keep that in mind."

It's been a difficult season for Suggs, who played in only eight of 16 regular-season games because of injuries. He missed the first six weeks because of an Achilles tendon problem, then also missed time with a torn right biceps.

A guy with four double-digit season sack totals ? including a career-high 14 in 2011, when he also led the league with seven forced fumbles ? only had two in 2012.

As someone who, as he put it, has "rarely ever been injured," it wasn't easy to deal with. But his teammates are sure he's rounding into form at the right time, the postseason.

"He's what you want in front of you ? a playmaker, a guy who never stops," Ravens safety Ed Reed said. "And he's been playing like that in the last three (games)."

One more game to go.

And five more days to watch what he says.

Super Bowl ad brawl has already begun for automakers

The hype has begun. Super Bowl XLVII is less than a week away, but the mega-million-buck auto ad brawl is already underway as three of the eight deep-pocket car?advertisers pre-launch their new commercials to NFL fans. The reason? Economics. And a numbers game.

At between $2.4 million?and $4 million per 30-second commercial, ?this amounts to a huge?expenditure for just one airing. But there?s an even bigger number, with more than 115 million Americans predicted to watch?the game Feb. 3.

Until recently, Super Bowl advertising?has been nothing more than putting up the game-day spot and hoping, maybe, that it will trigger some Monday-morning quarterbacking around the water cooler ? with polls and research adding some arguable, additional value. That was then.?

What?s become apparent is that a fairly large percentage of viewers are more interested in the commercials than the game itself. So, how to take advantage of that and extend the payback beyond just a game-day airing that is over in 30 seconds, whether a viewer was sitting in front of the TV or off grabbing something from the refrigerator?

Now, with the various social media,?like Facebook and Twitter as well as YouTube, along with special contests, promotions and PR hype, the shelf life for a good commercial can be dramatically extended to weeks, even months, resulting in additional views extending well into the millions ? even among consumers who ? gasp ? might not have tuned in on Super Bowl Sunday.

Result? The return on investment is as measurable as any ad investment might be. ?And, of course, makers get to battle it out all over for bragging rights as to who was number one.

?(An) early release extends the life of the commercial, builds consumer interest, and most importantly brings early customers into our dealers," said?Steve Shannon, vice president of marketing at Hyundai Motor America.

The?latter reason, arguably, is the most important for buying the commercial in the first place. With that in mind, here are the early commercial entries into this year?s auto ad brawl:?

Mercedes-Benz
During the North American International Auto Show in Detroit, Bernie Glaser, vice president of marketing for Mercedes-Benz, said the company has an enviable role in XLVII.?The game will be played in the Mercedes-Benz Superdome. The ad plan was to pre-release a teaser, but in fact two advance spots were released earlier this week. One sexy little tease spotlighted actress Kate Upton and has already received over 3.4 million hits on YouTube ? but also generated a fury of??negative comments from critics for being overly sexy.?The other is a cinematic mystery tease of what is coming Feb. 3, shot in the Big Easy with some great music.

Hyundai
Like every NFL game, it all begins with the coin toss, and in Super?Bowl?XLVII, Hyundai has the primo commercial position ? a 60-second spot for the new seven-passenger?Santa Fe prior to the heads-or-tails call. Check out the not-so-sneak preview.

There are two in game spots, including another for Santa Fe and one for the turbo Sonata. Hyundai also has bought a couple pre-game ads ? featuring the Genesis R-Spec and Santa Fe. Obviously, the new family-size SUV?is getting the most play. The six commercials pre-game and during the game makes Hyundai the biggest car-vertiser in the big show.?

More than a tease, the rising luxury car marquee is asking consumers to vote for the favorite end of their sixth Super Bowl commercial. Viewers of the commercial on YouTube were?given?24?hours?to?pick their favorite from three possibilities. The most popular will be added in post-production and will air in advance of the game --?and?in?the enviable commercial position of the first break after kick-off.?

Lincoln Motor Company?and Chevrolet
The newest entry in the auto ad brawl in Super Bowl XLVII is the reborn, revitalized, redesigned, re-engineered Lincoln brand from the renamed Lincoln Motor Company. All previous car companies except Chevrolet have re-upped. Chevy is instead?involved in?the half-time show with Beyonce. As TheDetroitBureau.com previously reported, the pop phenom is expected to receive a new 2014 Chevrolet Corvette Stingray, a special version of the C7 built just for her.?

AlaskaDispatch.com: Alaska Scientists Discover Remains of 40,000-Year-Old Extinct Bison

As she scraped cold dirt from the remains of an extinct bison, Pam Groves wrinkled her nose at a rotten-egg smell wafting from gristle that still clung to the animal's bones. She lifted her head to scan the horizon, wary of bears that might be attracted to the flesh of a creature that gasped its last breath 40,000 years ago.

In the type of discovery they have dreamed about for years, Groves and Dan Mann, both researchers at the University of Alaska Fairbanks, in summer 2012 found in the thawing bank of a northern river almost the entire skeleton of a steppe bison that died during the last ice age.

In adventurous work sponsored by the Bureau of Land Management, Mann and Groves have been boating down lonely northern rivers for 15 years looking for scattered bones of ice age mammals, always hoping to find a complete skeleton or mummy of a mammoth, horse, or American lion. In mid-June, on a familiar stretch of river that flows northward on Alaska's North Slope, they rounded a river bend and saw the skull of a large bison trapped against a willow shrub.

Groves described the scene: "We were paddling downriver, battling through a nasty squall of hail and wind, thinking about our camping spot about a mile downriver," she said. "When the hail was just breaking up, we saw the upside-down skull with the lower jaw still attached. The teeth were really white. They stood out."

The pair landed their inflatable canoe at the base of the 60-foot bluff. Even before they stepped out in their rubber boots, Groves spotted other bones that told her this wasn't an ordinary site. Though this ever-changing wall had yielded many bones over the years, those were scattered remains of ice-age creatures separated by meandering river action and the crumbling and re-forming of permafrost-cemented bluffs. Mann said their typical discoveries resemble "Pleistocene in a blender." ...

Qigong Improves Quality of Life for Breast Cancer Patients  New research has found that qigong, an ancient mind-body practice, has been found to reduce depression and improve the quality of life in women undergoing radiation for breast cancer.

The study examined qigong in patients receiving radiation therapy and included a follow-up period to assess its benefits over time, according to researchers.

?We were [...] particularly interested to see if qigong would benefit patients experiencing depressive symptoms at the start of treatment,? said Lorenzo Cohen, Ph.D., a professor in the University of Texas M. D. Anderson Cancer Center?s Departments of General Oncology and Behavioral Science.

?It is important for cancer patients to manage stress because it can have a profoundly negative effect on biological systems and inflammatory profiles.?

For the study, Cohen and his colleagues recruited 96 women with stage 1-3 breast cancer from Fudan University Shanghai Cancer Center in Shanghai, China.

About half of the women ? 49 ? were randomly assigned to a qigong group consisting of five 40-minute classes each week during their five-to-six week course of radiation therapy. The remaining 47 women comprised a control group receiving standard care.

The program incorporated a modified version of Chinese medical qigong, which consisted of synchronizing one?s breath with various exercises, the researchers explained.

Participants in both groups completed assessments at the beginning, middle and end of radiation therapy and then one and three months later. Different aspects of quality of life were measured, including depressive symptoms, fatigue, sleep disturbances, and overall quality of life.

According to the researchers, patients in the qigong group reported a steady decline in depressive symptom scores beginning at the end of radiation therapy, with a mean score of 12.3, through the three month post-radiation follow-up with a score of 9.5. No changes were noted in the control group over time, the study found.

The study also found that qigong was especially helpful for women reporting high baseline depressive symptoms, Cohen said.

?We examined women?s depressive symptoms at the start of the study to see if women with higher levels would benefit more,? he said.

?In fact, women with low levels of depressive symptoms at the start of radiotherapy had good quality of life throughout treatment and three months later regardless of whether they were in the qigong or control group. However, women with high depressive symptoms in the control group reported the worst levels of depressive symptoms, fatigue, and overall quality of life that were significantly improved for the women in the qigong group.?

As the benefits of qigong were largely observed after treatment concluded, researchers suggest qigong may prevent a delayed symptom burden or expedite the recovery process, especially for women with elevated depressive symptoms at the start of radiation therapy. Cohen notes the delayed effect could be explained by the cumulative nature of the treatments, as the benefits often take time to be realized.

According to the researchers, the findings support other previously reported trials examining the benefits of qigong, but are too preliminary to offer clinical recommendations.

They note that additional research is needed to understand the possible biological mechanisms involved and further explore the use of qigong in ethnically diverse populations with different forms of cancer.

The study was published in the journal Cancer.

Male dancers signal their strength to men and women

Jan. 28, 2013 ? Heterosexual men pick up clues about other men's physical qualities from their dance moves just as heterosexual women do, say researchers at Northumbria University.

A study, led by psychologist Dr Nick Neave and researcher Kristofor McCarty, used 3D motion-capture technology and biomechanical analyses to examine the extent to which male dancing provides clues about the dancer's physical strength and fitness to both male and female observers.

The findings, published in the American Journal of Human Biology, suggest that male observers pick up on the strength of their potential rivals for female mates.

Researchers at Northumbria's School of Life Sciences filmed 30 males, aged 19-37, as they danced to a basic drum rhythm. Participants also completed a fitness test and assessments of upper and lower body strength. The dance clips were converted into virtual humanoid characters (avatars) and rated by women and men on perceived dance and physical qualities. The ratings were then correlated with various biomechanical indices.

The results showed that both sexes found significant positive associations between an individual's hand grip strength and their perceived dance quality, these qualities were picked up by the size and vigour of the movements of the upper body and arms.

Although it is traditionally thought that signals given off by men when they dance have been designed -- like animal mating displays -- to be interpreted as clues of their physical attributes to the opposite sex, it seems that heterosexual men are also making use of these signals, presumably to detect a potential love rival.

Dr Nick Neave believes that this increased sensitivity to male qualities by other heterosexual men may be due to intrasexual rivalry -- men sizing up the strength and virility of their competition.

He said: "Rated dance quality was positively associated with actual grip strength and these clues of upper-body strength were most accurately picked up by male observers. This ability to discern upper-body strength is principally because men are looking for cues of 'formidability' in other males.

"Upper-body strength is highly related to fighting ability as it reflects the ability to do damage, especially in intra-sexual conflicts. The ability to gauge strength before potential conflicts is sensible, especially to other males."

Also part of the research team were Northumbria University academics Dr Nick Caplan and Johannes H?nekopp, with Bernard Fink, from the Institute of Zoology and Anthropology, University of G?ttingen, Germany.

The study, "Male body movements as possible cues to physical strength: a biomechanical analysis", is published online in this month's American Journal of Human Biology

NFC blows out AFC 62-35 in Pro Bowl in Hawaii

HONOLULU (AP) ? A handful of shenanigans and plenty of points ? yet still another ho-hum Pro Bowl.

Whether the NFL's all-star game will return next season is a something the league will ponder the next few months after the NFC's 62-35 blowout of the AFC on Sunday.

"It's been an unbelievable week," Seattle rookie quarterback Russell Wilson said, "And the thing was, if you watched us, everybody was competing today and it was really awesome."

Wilson at least got the crowd pumped up in the second half with some nifty scrambles and three passing touchdowns. There was also Houston's sack-happy defensive end J.J. Watt going out for a couple of passes as a wide receiver, and retiring Green Bay center Jeff Saturday snapping to two Mannings on opposite teams.

But while the NFC appeared unstoppable on offense, with nearly each player putting up fantasy-worthy lines in limited play, the AFC had five turnovers and scored most of its points well after the game was no longer competitive.

Minnesota tight end Kyle Rudolph was voted the game's MVP with five catches for 122 yards and a touchdown.

"Guys were competing, guys wanted to win and guys want to keep the game here," Rudolph insisted. "That was the point before the game. We want to keep this game rolling for future Pro Bowlers."

Watt, who had 20 1/2 sacks for Houston, lined up as a wide receiver on the AFC's third play from scrimmage, but missed a pass from Denver quarterback Peyton Manning. He was targeted one more time, but didn't make a catch.

He later showed a television camera a bloody left pinkie, joking with NBC broadcasters that it was proof that the players were trying.

"Hey, Commish, we're playing hard," Watt said as he showed his finger.

Roger Goodell has said the Pro Bowl won't be played again if play didn't improve this year. Last year, fans in Hawaii booed as lineman were clearly not trying. On one play in that game, Minnesota defensive end Jared Allen did a barrel roll to switch positions with a teammate.

If players were coasting this time around, it was less obvious. The AFC just played poorly. And fans didn't boo much ? the stands were relatively empty even though the game sold enough tickets to lift a local television blackout.

The game was trending on Twitter in the United States early on, but quickly gave way to the Screen Actors Guild Awards and the WWE Royal Rumble.

Saturday, retiring at the end of this season, played for both teams, though he came representing the NFC. He lined up on one play for the AFC to snap the ball one last time to Manning, his longtime former Colts teammate.

Saturday said it meant a lot to him that the Broncos quarterback, whom Saturday called a true friend, orchestrated the stunt.

"He's got a little more pull than I got," Saturday said. "He got it all set up and timed up for me, so it was really nice of him to do that."

Saturday played 13 seasons in Indianapolis, all with Manning ? except 2011, when Manning was out with a neck injury. Saturday then played later in the game for the NFC, snapping to Peyton's brother, Giants quarterback Eli Manning.

Saturday's last play on the field was a passing touchdown by Eli Manning.

Peyton Manning said it was nice for the NFL to allow the play to happen.

"It's something that I'll always remember," he said, "that he'll always remember to kind of get that one, final snap together after the thousands that we've taken together."

Even as the NFC piled up touchdowns, the game struggled for memorable moments after Saturday's momentary switch.

In the second quarter, referee Ed Hochuli drew cheers when announcing a pass interference penalty on Denver cornerback Champ Bailey in the second quarter ? the first flag of the game.

"Yes, there are penalties in the Pro Bowl," Hochuli said, drawing laughs and loud cheers.

Giants wideout Victor Cruz broke a Pro Bowl record with 10 catches. Tampa Bay receiver Vincent Jackson had 91 yards and two touchdowns. Eli Manning threw for 191 yards and two touchdowns.

Cincinnati's A.J. Green had three TD catches for the AFC.

NFL officials said earlier in the week that the league wants to decide the future of the Pro Bowl by the time next season's schedule is released in April.

"We understood exactly what (Goodell) wanted, guys were making plays all over the field," Cruz said. "There was a little bit more high intensity than in years past and we were excited to play."

India debates raising taxes on the rich ahead of budget | Firstpost

NEW DELHI/MUMBAI (Reuters) ? India should consider the argument for higher taxes on the ?very rich?, Finance Minister P. Chidambaram said in comments likely to fuel speculation about steps he may take in next month?s budget to boost tax flows and narrow a yawning fiscal gap.

In an off-the-record pre-budget meeting with Chidambaram and Finance Ministry officials on January 7, some economists pressed for higher taxes on the rich to make sure they are paying their fair share, alarming business lobby groups that warn such a move would stifle growth.

The finance minister?s comments come against the backdrop of a global debate, from the United States to France, about whether the very wealthy pay enough taxes.

The growth rate of Asia?s third-largest economy is widely expected to slip to a decade-low in fiscal 2012/13 as the government grapples with ballooning budget and current account deficits and high inflation. Chidambaram wants to plug holes in the nation?s finances by cutting expenditure and increasing revenues through improved tax collection.

?I think we should have stability in tax rates but we should consider the argument that very rich should be asked to pay a little more on some occasions, but that is not the view I am expressing. That is simply the argument I have heard and I am repeating,? Chidambaram said in a TV interview aired on Thursday.

Chidambaram offered no definition of the ?very rich?, but his comments are likely to please many in his centre-left Congress party who feel recent reforms to further liberalise the economy favour corporate India at the expense of the common man.

The Congress party is facing a tough fight to hold on to power in a series of state elections this year and general elections due by May 2014.

?It is good electoral politics but economically doesn?t make sense,? said Venugopal Dhoot, who controls the diversified Videocon Group and ranks 38th in Forbes? India rich list with a net worth of $1.5 billion.

It was not immediately clear if Chidambaram was referring to higher taxes on income, assets or capital gains in a regime that currently makes India a good place for the rich to live.

At present the top income tax rate is 30 percent, which applies to earnings above 1 million rupees a year. There are just 35 million taxpayers in a country of 1.2 billion people, and of them about 1.5 million declare annual earnings of more than 1 million rupees, according to the Finance Ministry.

There is no inheritance tax, an issue Chidambaram raised as a concern after being appointed finance minister last August. In 2009, his predecessor withdrew a 10 percent surcharge on the 30-percent rate paid on earnings above 1 million rupees.

A government official with direct knowledge of the debate in the Finance Ministry said the focus is on plugging loopholes in the collection of income tax paid by individuals and companies.

?There are options of revisiting the inheritance tax and surcharge on income tax paid by the individuals,? the official said, declining to say if these were firm proposals on the table for the budget to be unveiled around the end of February.

MILLIONAIRES AND BILLIONAIRES

?Even if they bring (back) the surcharge that will only add about 15-20 billion rupees, which is a drop in the ocean and will be lost in the decline of tax revenues that will arise due to lower compliance if tax rates are raised,? said Surjit Bhalla, chairman of advisory firm Oxus Investments.

India?s richest people tend to own businesses and other assets and thus have comparatively little exposure to salaries tax. Billionaire Mukesh Ambani, for example, was paid salary and perks of 150 million rupees in the last fiscal year by Reliance Industries, which he controls. According to Forbes, Ambani is worth $21 billion.

Similarly, Azim Premji, founder of India?s No. 3 software exporter, Wipro Ltd (WIPR.NS), and India?s third-richest person with a net worth of $1.2 billion, took home a salary and allowances of $84,696 in the last financial year, less than half of what the company?s chief financial officer was paid.

Premji said at a gathering of business leaders in Davos, Switzerland, on Wednesday that in principle he was not against higher taxes for the wealthy.

A similar debate over taxing the well-heeled has played out recently in developed economies.

U.S. President Barack Obama made it a central theme in his re-election campaign and won a political victory over his Republican opponents in getting Congressional approval for tax hikes on households earning more than $450,000 a year.

And French Prime Minister Francois Hollande?s plan to hike taxes on income over 1 million euros made headlines after French actor Gerard Depardieu said he would move abroad.

Responding to Chidambaram?s comments, wealth managers told Reuters India needed to focus more on compliance and increasing the tax net instead of raising rates for rich people.

Raising taxes on the rich would not make a significant impact to the tax-to-GDP ratio as a large portion of the wealth remains outside the mainstream system and is invested in real estate and gold or finds its way to tax havens, they said.

India had 125,500 dollar millionaires in 2011, according to a Capgemini (CAPP.PA) and RBC Wealth Management?s world wealth report released last June.

Obama expresses support in call with France's Hollande

WASHINGTON (Reuters) - President Barack Obama spoke to French President Francois Hollande by phone on Friday and expressed support for France's military intervention in Mali, the White House said in a statement.

"The two leaders emphasized the need to rapidly establish the African-led International Support Mission in Mali, as well as the importance of the Interim Government of Mali establishing a political roadmap that will lead to elections and restoration of democratic governance," the statement said.

"President Obama and President Hollande condemned last week's terrorist act in Algeria and affirmed their mutual commitment to countering terrorism more broadly in North Africa," it said.

France sent troops and aircraft to its former colony two weeks ago to block a southward offensive by Islamists occupying Mali's north.

Don?t forget that the loss of a domain name equals the loss of that particular business you were doing with the domain.

If you ask me, I?d say I never host and register a domain name with the same company. I have two companies (one for hosting and the other for domain registration). I prefer to host and register my domain names separately; I just connect them together with the domain name server (DNS). That?s my preference; if you prefer to do both with the same company; I already told you the things to check out.

WASHINGTON (AP) ? J.D. Williams didn't think much about the smoke cloud that often shrouded his air base in Iraq. Not when it covered everything he owned with black soot or when his wheezing and coughing made it difficult to sleep at night.

"We just went about our business because there was a war going on," said Williams, a retired chief warrant officer who was responsible for maintaining some 250 aircraft for the U.S. Army's 101st Airborne Division.

He returned home from that second stint in Iraq in 2006 and subsequently was diagnosed with an irreversible lung disease that his doctor suspects could be related to smoke from one of the hundreds of burn pits that dotted Iraq and Afghanistan during the course of the two wars. The pits were used to burn off the garbage that accumulates at military bases, everything from Styrofoam and metal to paints, solvents, human waste and medical waste.

A new Department of Veterans Affairs registry, mandated by Congress, will be used to try to determine if there is a link between the burn pits and long-term health problems.

Military personnel who were stationed near an open burn pit can sign up. Researchers will use the database to monitor health trends in participants, and the VA will alert them to major problems detected.

Over the long term, the findings could make it easier for veterans who served near burn pits to obtain disability payments.

Williams, 56, of Huntsville, Ala., was initially told that he would have to prove that his illness, diagnosed as constrictive bronchiolitis, was service-related. He walked out of the room. Eventually, after he traveled to Washington and met with members of Congress, the VA increased his disability rating 10 percent.

He said he's hoping the registry will pave the way for other soldiers to avoid a similarly exasperating process. If researchers find certain illnesses are linked to exposure to burn pits, then the VA would be more likely to declare those illnesses a presumptive condition, eliminating the need for a veteran to prove that his or her illness is service-related.

Sixty-three burn pits were still being used in Afghanistan as of Dec. 26; those in Iraq were closed by December 2010. Camps with fewer than 100 people are not required to report the use of a burn pit, so there could be more, but generally much smaller ones. Proponents say the burn pits were so widespread that the large majority of veterans from Iraq and Afghanistan could participate in the registry.

In 2009, the military updated its policies on burn pits to prohibit the burning of hazardous materials such as certain medical waste, batteries and tires, and whenever possible, to situate them where the smoke would not blow over work and living quarters.

"When our service members voice concerns about burn pit exposures as well as other health issues, we take our responsibility seriously to investigate these exposures and possible health risks, and to implement any protective measure that are indicated and feasible," said Defense Department spokeswoman Cynthia O. Smith.

The creation of the burn pit registry has been several years in the making.

Air Force Lt. Col Darrin Curtis said in a memo disclosed by the Army Times in 2008 that he believed a particularly large burn pit at Joint Base Balad, one of the largest air bases in Iraq, was an acute health hazard, and he was amazed that it was allowed to operate without restrictions.

Congressional hearings followed that featured sick veterans, contractors and family members who had lost a loved one from illnesses they attributed to burn pits. The Pentagon said that none of the monitoring conducted at Balad identified an increased risk for long-term health problems. It has maintained that position over the years but also acknowledges that some personnel have persistent symptoms, possibly as a result of elevated exposures to the smoke, existing health conditions or other unknown factors.

An Institute of Medicine study requested by the VA and made public in 2011 concluded there was insufficient data to determine whether burn pit emissions had long-term health consequences. The study found the pollutants measured at Balad were generally present at a concentration so low that it would not be expected to cause any harm, even if a person was exposed to that concentration for a lifetime. The two exceptions were particulate matter and acrolein.

Particulate matter is a mixture of small particles and liquid droplets that can lead to acute respiratory problems. But the high concentrations at Joint Base Balad came primarily from local sources such as traffic and dust storms, rather than the burn pit, according to the institute, which advises the government on health issues.

Acrolein is a liquid primarily used as a herbicide and in making other chemicals. Exposure can lead to eye, nose and throat irritation. Although the concentration exceeded precautionary levels set by the Environmental Protection Agency, it was still far below the concentration that led to nasal and lung damage in laboratory animals, the study said.

The Pentagon said it is continuing to study the potential hazards of burn pit exposure.

The VA opposed the legislation setting up the burn pit registry even though it has registries for those exposed to Agent Orange in Vietnam and for those who served during the Gulf War. The department did not oppose trying to track potential burn pit-related illnesses, just the mechanism proposed.

"We said it was not the best scientific approach for learning about long-term health outcomes and it really wasn't necessary for outreach because we have other programs in place," said Dr. Paul Ciminera, director of the VA's Post-9/11 Era Environmental Health Program.

As to whether the burn pits lead to health problems in soldiers, Ciminera cited the Institute of Medicine report. "We need to do further research to see what the long-term effects could be," he said.

Democratic Sen. Tom Udall of New Mexico, the lead Senate sponsor of the registry legislation, said he pushed ahead despite VA objections because the department seems to instinctively reject concerns that veterans are harmed by their surrounding environment. He cited Agent Orange as an example and said the VA initially resisted a link between the defoliant and the health of soldiers who served in Vietnam.

Many supporters of the registry, including Williams, are also participants in a class-action lawsuit filed against KBR Inc., which contracted with the government to operate several of the burn pits in Iraq and Afghanistan. Some 50 lawsuits were consolidated into one case in a Maryland federal court. The plaintiffs are seeking damages for various injuries, emotional distress and fear of future disease. KBR is seeking to dismiss the lawsuits on grounds it deserves the same immunity that prevents the plaintiffs from suing the federal government.

"Every type of waste imaginable was and is burned in these pits," the plaintiffs said in their lawsuit.

Veterans groups were big backers of the registry, and an often-divided Congress overwhelmingly sides with them rather than the VA.

"You've been told since you're a little kid: 'Don't put a Styrofoam cup in a fire and breathe it because it's bad for you," said Ray Kelley, national legislative director for the Veterans of Foreign Wars. "They do that all day long on these stops along with Lord knows what else, from human waste to all sorts of garbage. You're inhaling that on a daily basis. It can't be good for you."

The Standard & Poor's 500 index traded above 1,500 for the first time since December 12,?2007 following a sudden drop in claims for unemployment benefits, another sign that the labor market is healing.???

The index has not closed at 1,500 since Dec. 10, 2007, just months before the implosion of big Wall Street banks would send the major averages crashing to decade lows.

While many traders usually dismiss the big, round market?numbers as having little meaning from a fundamental or technical standpoint, eclipsing this mark could be different.?

"It's psychological more than anything," said Justin Wiggs, vice president of trading at Stifel Nicolaus. "If we stay above 1,500 it could bring some incremental dollars off the sidelines."

The move past 1,500 comes as investors have been showing more confidence in stocks, finally taking some of the $2.7 trillion lying dormant in low-yielding money market funds and pumping it into equities.

"To the degree that those are sticky investments and those dollars stay in equities, that will be a trend we'll be watching here in the first quarter," Wiggs said.

Market veteran Art Cashin, the floor operations manager for UBS, said the mark could be significant as the "bulls need a breakout punch like S&P through 1500."?

The market's stubborn march higher despite the array of factors against it - weak earnings, political tensions in Washington and a European recession to name three - have market bears feeling fairly helpless.

"This is a very frustrating market," said Kathy Boyle, president of Chapin Hill Advisors. "It's times like this when I feel like throwing in the towel. That's when I feel like I should stick to my guns."?

The Nasdaq fell about?two?points to 3,151.75. A 10 percent drop in Apple, the country's most valuable company, was enough to pull the technology-heavy index lower. Apple is the largest component of the Nasdaq, making up 9.9 percent of the index.?

The Dow Jones industrial average was up 97.93 points at 13,877.26 just before midday.?

The Labor Department reported that the number of Americans applying for unemployment aid fell last week to the lowest since January 2008. Applications dropped 5,000 to 330,000. The four-week average also hit a five-year low.?

Microsoft and Starbucks are scheduled to report after the closing bell.?

The ratio of allowance for loan losses to total loans was 1.57% at December 31, 2012 and 2.13% at December 31, 2011.? The ratio of allowance for loan losses to total nonaccrual loans was 272.5% at December 31, 2012 and 357.0% at December 31, 2011.? The amount of provision for loan losses reflects the results of the Bank?s analysis used to determine the adequacy of the allowance for loan losses.? Several loans had been charged off and moved to other real estate owned during the year, including two large commercial real estate loans whose collateral was valued at $853,000 at December 31, 2012.

Total nonaccrual loans totaled $2.4 million at December 31, 2012 and 2011.? During the fourth quarter of 2012, the Bank placed one loan totaling $230,000 on nonaccrual status. Although this loan is unsecured, the majority of the Bank?s other nonaccrual loans are secured by real estate.? Management evaluates the financial condition of these borrowers and the value of any collateral on these loans.?
